FINANCIAL MANAGEMENT TECHNICIAN

Performs broad-in-depth financial analysis of interrelated accounting, logistics and computer file systems concerning pay, accounts payable or receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. 2. Analyzes and resolves tax processing problems based on airmen inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collection. Ensures complex tax issues involving tax documents, Do It Yourself (DITY) moves, and Relocation Income Tax Allowance (RITA) payments, are accomplished accurately and timely. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to resolve issues, and recommends solutions for systemic changes to enhance operations. 3. Performs varied duties, involving financial services payment systems (travel, accounts payable, and pay; for example, Joint Uniform Military Pay System Uniform Standard Terminal Input System (JUMPS), Defense MilPay Office (DMO), Reserve Travel System (RTS), Air Reserve Order Writing System (AROWS), and Defense Travel System (DTS). Applies a series of different and unrelated methods, processes, and techniques involving established financial management systems. . 4. Determines appropriate payments to vendors by applying Prompt Payment Act, tax law, contract law, account code structure, invoice processes, and Grants and Cooperative Agreement regulations and guidelines. Audits the full range of pay, travel, and accounts payable authorizations and entitlements to determine compliance with multiple laws, regulations, policies and issuances. Schedules, runs, and analyzes various financial system reports, such as daily activity reports, error/reject reports, status reports, discrepancy and mismatch reports, transaction reports, and ad hoc reports. 5. Performs other duties as assigned. GENERAL
Experience:
Experience gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). SPECIALIZED
Experience:
Must have at least 18 months experience doing thorough accurate work that requires a logical sequence of steps to accomplish a task. Experience in obtaining and interpreting information, organizing and developing clear and meaningful written information. Experience providing technical and specialized administrative data, background material and references upon request. Financial Management Certification Level One. The position's level of work requires a basic understanding of theoretical financial management knowledge, which is generally acquired through technical training schools and/or experience. Work involves standard, repetitive tasks and activities with established procedures and guidance or the application of conventional practices to treat a variety of problems in financial management. PLACEMENT FACTORS:
Applicants should demonstrate through prior experience, education and training the following:
(1) Ability to reconcile and adjust accounts and to trace and correct discrepancies. (2) Knowledge to validate and maintain documents for various computerized accounting systems. (3) Ability to make changes and modifications to obligations, collections, and disbursements. (4) Skill in the use of personal computers and on-line computer systems. (5) Completion of appropriate technical schools/CDC courses.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
